1) exploration sites get mined out fast because they are more worth mining compared to all the untouched static belts in the same system. so the tendency is to mine "special" sites more than "ordinary" sites. so if all belts were "special" in some way, then they may see more use.
2) industrial outfits need reliable supply lines, and the "normal" belts also hold a lot of value. so any type of "enhancement" should not drastically affect those routine mining ops. changing belts to static "dungeons" would achieve this, as long as they weren't dead spaces. you should still be able to bookmark your favorite mining spot, etc.
3) different "tiers" of belt spawns would be a nice way to compromise between the different ways players use the belts, as well as those who hunt rats rather than ore. but there really needs to be many more mid-level and much less low-level to achieve the balance the players are really wanting.
i believe many miners would love to find ore spawns using the on-board scanner, but currently they are so rare, it's easier just to grab a spot in one of the numerous static belts. they should also be easy to tell the difference from combat sites.
4) it would be cool if ice ores or even gas clouds were mixed in with normal ores, even if only in small amounts. this would likely be mainly for flavor in exploration/encounter sites rather than the mundane static belts. regardless of what "tier" of belt they get added to, it would add variety and make those other kinds of ores more available, even if only in small amounts.
5) ice fields still need to be available for regular POS fueling. if anything should remain in a static location, the ice should. not that it can't also appear in other locations too...
6) i like the idea of moon minerals being obtainable from asteroids through mining, possibly with special skills and modules.

Take away the flying around part and you make EVE into a space themed spreadsheet application. |
